Images of the Tsel military base in Mogilev region, taken on July 25, Aug. 25 and Sept. 9 and provided by Earth imaging company Planet Labs, appear to show the gradual dismantling of tents in the camp. In June, the Wagner group launched a brief mutiny against the army top brass in Russia, condemned as treason by President Vladimir Putin. Belarus President Alexander Lukashenko invited Wagner to set up operations in his country as part of a deal that ended the mutiny.

But a new photo of the mercenary boss offers a hint that he may be at a military camp in Belarus. A Skyfi satellite image of the training base at Tsel outside Asipovichy in Belarus where Wagner forces are training Belarusian troops. But the new image of Prigozhin suggests that he may be at the same military camp where his Wagner mercenaries are training Belarusian soldiers. The windows in the photo appear to match those on tents at the military camp being used by Wagner and Belarusian soldiers. Although the rebellion left questions about where Wagner fighters would end up, US officials have since said that they aren't fighting in Ukraine anymore.

Since the June 23-24 mutiny, which saw Wagner fighters briefly seize a southern Russian city and march towards Moscow, the exact whereabouts of Prigozhin and his mercenaries have been unclear. However, Belarusian President Alexander Lukashenko said on Thursday that Prigozhin and thousands of his fighters were still in Russia, raising questions about the deal's implementation. He has not posted on his previously preferred Telegram channel — Yevgeny Prigozhin Press Service — since June 26, when he defended his fighters' mutinous actions.

TSEL, Belarus, July 7 (Reuters) - No one from the Russian Wagner mercenary group has yet visited a disused military camp that Belarusian President Alexander Lukashenko has offered for Wagner's use, an adviser to the Belarus defence minister told reporters on Friday. Asked if Wagner had come to look at the site, the adviser, Leonid Kasinsky, said: "They have not come, they have not looked." Mr. Lukashenko said last week that Wagner might use an old Belarusian military base, but despite the speculation spurred by the new tents, it was not clear that he meant this one, in the village of Tsel’. He also said that Mr. Prigozhin was in Belarus, though there was no confirmation of that. On Thursday, in a rare session with foreign journalists, Mr. Lukahsenko said Mr. Prigozhin was in Russia, a free man. On Friday, a Pentagon official, speaking on condition of anonymity to discuss military intelligence, said Mr. Prigozhin was believed to be in Moscow, with no apparent restrictions on his movements. He said it would be used for a military training exercise in September, and insisted that the tents and bunks were erected so quickly as part of an exercise in rapid field camp construction.

Wagner leader Yevgeny Prigozhin is not even in Belarus, Lukashenko told CNN – he is in Russia, Lukashenko claimed. Available satellite imagery has also not shown any signs of the kind of preparations and security that would be standard at a Russian nuclear facility. Russia has the world’s largest arsenal of nuclear weapons, with 4,477 deployed and reserve nuclear warheads, including around 1,900 tactical nuclear weapons, according to the Federation of American Scientists. “Putin does not need tactical nuclear weapons in Belarus to use those weapons,” Bergmann added. “But it is concerning to the US that tactical nuclear weapons could potentially be co-located in Belarus with Wagner fighters.

Russian media have reported that Wagner, whose leader Yevgeny Prigozhin arrived in Belarus on Tuesday, could set up a new base at a vacant military facility near the town of Asipovichi, about 90 km (50 miles) from Minsk. Belarus President Alexander Lukashenko invited Wagner to set up operations in his country as part of a deal that ended the mutiny on Saturday. Russian President Vladimir Putin has said Wagner fighters were free either to move to Belarus, join the Russian military or go home, following the mutiny, which he said had threatened to bring civil war to Russia.
